Why bracket 4? — Optimized

1 early two-card combo: Storm-Kiln Artist + Chain of Smog

A two-card infinite combo cheap enough to assemble and win in the early game (data from Commander Spellbook). Bracket 3 decks are expected not to run these; any means Bracket 4.

6 fast mana

Zero- and one-mana rocks and rituals that accelerate ahead of the table (Sol Ring is exempt). Four or more puts a deck at Bracket 3; six or more means Bracket 4.
